Pangaea Zimbabwe AIDS Trust (PZAT) is leading the implementation of the Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) project in Zimbabwe. MOSAIC, a five-year (2021-2026) global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) has a goal to help women prevent HIV by accelerating the introduction and scale-up of new and emerging biomedical prevention products. To achieve this goal, MOSAIC has identified five strategic priorities which are:  
  1. Promote a user-centered approach in which the needs and preferences of users especially adolescent girls and young women (AGYW) are understood and addressed in product introduction and scale-up
  2. Conduct research to expand the evidence base on how to effectively enhance product availability, acceptability, uptake, and effective use
  3. Coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product introduction in policy and programs by addressing issues related to regulatory review, policy development, resource mobilization, supply chain, delivery models and platforms, monitoring and evaluation, surveillance, and demand generation
  4. Implement research utilization activities and establish mechanisms for rapid, effective knowledge exchange among key stakeholders to facilitate the application of existing and emerging evidence on product introduction in policy and programs
  5. Strengthening and sustaining local partner capacity to advocate for the design and implementation of high-quality product introduction activities and research.
  Under strategic priority number 5 on strengthening and sustaining local partner capacity for MOSAIC, PZAT seeks to engage community-Based/ Civil Society Organizations (CBOs/CSOs) (as defined under section 5 of this call) that will be provided with capacity-strengthening activities focusing on technical and research competencies, including in community/youth engagement, community mobilization, community education/literacy on biomedical HIV prevention options, Psychosocial support activities to support the uptake and effective use of PrEP, advocacy, and demand creation.   Duties and responsibilities
Support QI teams in the implementation of the Quality Improvement Collaborative
  • Setting up Quality Management Program structures at facility level e.g., QI Committee and QI teams; holding regular QI meetings at least monthly; developing annual Quality Management Plans; and developing of work-plans for QI projects
  • Develop the improvement charter—the aim, objectives, and indicators—and orient new teams or new staff members in the use of the charter.
  • Support the staff to analyse gaps in performance, test and implement changes
  • Help the facilities and the district tackle challenges that arise during the improvement effort.
Conduct regular coaching visits/ support to QI teams
  • Conduct regular coaching visits and mentor the team to improve services through role playing, observation, and immediate feedback.
  • Supporting facility teams in performance measurement e.g., data abstraction, verification, validation, and entry into the performance measurement database
  • Asses the performance/functionality of the team
Maintain regular communication with the CATALYST Study management team and the project
  • Maintain regular communication on QI activities via meetings, email, or phone with the QI Advisor CATALYST study management team and the project officer.
Organize and facilitate learning sessions
  • Participating fully during the various peer learning platforms like the Regional Group meetings and review meetings
  • Help teams prepare for their results’ presentation at learning sessions.
  • Facilitate discussions during learning sessions.
Document and report on the QI effort
  • Supporting the documentation of key QI activities taking place at the facilities e.g., QI Committee meeting minutes, and QI Projects
  • After each coaching visit, complete a report and forward it to the team, the project officers, and the district and provincial managers.
  Other relevant skills
  • Ability to work independently, with possession of strong mentorship and coaching skills

They will identify discrepancies in the data and liaise with site study coordinators and data collectors to resolve and document them. PZAT has led and engaged in several programmatic and research activities focused on key affected populations in partnership with the MOHCC and academic, local and multi-national partners. PZAT is currently part of COMPASS Africa, an innovative, data-informed and audacious North-South collaboration of civil society organizations working in the global North and in East and Southern Africa; to improve the HIV response in key countries. PZAT, which is the Monitoring, Evaluation, Results and Learning (MERL) hub for COMPASS Africa seeks to hire a competent MERL officer to join the team. Job summary The MERL officer will be based in Harare and provides support to the MERL Programme Coordinator. S/he is responsible for ensuring that all information and data from project activities across the COMPASS Africa coalition are captured, documented, analyzed and reported in a results-based and timely manner for internal and external reporting according to the MERL Management Plan and at the direction of the Program Coordinator. The MERL officer will also strengthen the learning work of the MERL hub such as supporting the development of case studies, supporting capacity strengthening of MERL champions, and monitoring and summarizing learnings from inter-COMPASS collaborations and engagements on existing social media/ communications platforms.     Duration 15 Months (October 2022 to December 2023) Key Duties and Responsibilities Supports the Programme Coordinator and MERL team to implement the COMPASS MERL Management Plan; Assists in the provision of in-country support and technical assistance to COMPASS partners on the use of COMPASS M&E and learning tools and sound data collection; Collects and synthesis timely, complete and accurate data for reporting from the various COMPASS communication platforms; Contributes to the quantitative and qualitative analysis of M&E data/evidence and drawing conclusions on project performance, including the development of case studies, MERL summaries and regular reporting of MERL indicators to programme and donors; Assists with planning and provision of ongoing technical assistance to COMPASS partners; i.e. MERL related orientation, training and ongoing support. Qualifications, experience, and key competencies required First degree in social/behavioral sciences or related discipline; 1+ years relevant working experience in a programme M&E role; in health or development sector; Strong knowledge of typical M&E activities (Log frames, quantitative and qualitative methodologies & analytical approaches); Must demonstrate knowledge and understanding of health advocacy; Experience working with multiple civil society stakeholders in HIV and health programming; Multi-level oral & written communication skills; Analytic and creative thinking with ability to work independently. Experience in website or social media management is an added advantage.
